what kind visa do you parent have?
If your parents are still Chinese citizens, they need to visit the U.S. embassy in Canada. Apply the same process B-2 visa as they do in China. (I don't think a travel agency will get involved in since U.S. request every Chinese first entry who apply B-1/B-2 a face to face interview.) Also you need to make sure they do have a multi-entries visa for Canada too. More detail please read our FAQ.
