与租车公司发生费用纠纷，请了解德国租车费用的朋友帮忙参考（急问啊）

事件经过是这样的。我们通过Econimicalcarrentals公司租了 sixt公司的golf的车价格是258.23欧，按照该代理公司的条款费用应该包括了所有保险及VAT等所有税。以下是从网站上copy下的条款。
Items and Services included in the rates :
- First Additional driver. - Unlimited mileage.
- VAT. - All local taxes. - ASC: Airport Service Charge where applicable.
- 24 hour roadside assistance with vehicle substitution (if needed) in case of accident/damage to the car.
- Delivery and drop off at airports & rental Stations during normal working hours.
我们到了德国后，sixt公司提出多支付100欧就可以升级到奔驰的车（我们升级主要是因为golf没有GPS）
可是近期收到SIXT公司的帐单却是这样的
rent days (6days) 217eur(从Economicalcarrentals 预定的258.23价格中41.23欧用于交保险和VAT等税费，剩下的给租车公司）

upsell 100eur
total net 408.58eur
VAT 19% 77.63EUR
TATAL 486.21EUR
我现在觉得不明白的是为什么要收19%的VAT，我所交的258，23中不是已经包括了VAT了吗？请了解德国租车费用的同学帮忙解释一下。SIXT公司的收费是否不合理？
