This failure may due to one of the following reasons:
- Data provided is invalid, e.g. Card Number / Expiry Date.
- The issuer of your card is unreachable.
- The card is not valid for authorization over the Internet.
- The card cannot be authorized at certain times of the day.

Suggestion

- Check with the card issuing bank to make sure the card is valid
and can be used for purchases over the internet
